This 25 Rouble note belongs to a series produced locally under Japanese occupation of the Maritime Province — a situation that made the very existence of a functioning Russian state institution in Vladivostok politically awkward for all parties involved.
Local printing meant inconsistent quality control, and the S1255B designation distinguishes a specific signature or control variant within what was otherwise a small, hurried emission. The Far Eastern Republic absorbed most of these issues into its own monetary apparatus within two years.
