Issued as part of Russia's large-format commemorative silver program that expanded aggressively through the 1990s and into the 2000s, these 173-gram pieces were struck at the Moscow Mint (MMD) in relatively small proof editions intended entirely for collectors — none entered general circulation. The State Bank of Russia series specifically marked the 140th anniversary of the founding of the State Bank, established by Alexander II in 1860 as a central credit institution to stabilize an economy badly damaged by the Crimean War.
