Ali III ibn Hussein ruled as Bey of Tunis under French protectorate from 1882 until his death in 1902, and this dual-denomination issue reflects the monetary awkwardness of that arrangement precisely. The coin carries both a rial valuation for domestic accounting and a franc equivalent pegged to the Latin Monetary Union standard — a direct consequence of France's post-1881 protectorate administration forcing Tunisian coinage into alignment with metropolitan currency conventions without fully abolishing the existing system.

The Paris Mint struck these pieces. The 15-franc equivalent placed it exactly within the LMU's standard gold quarter-unit weight specification.
