Wittgensdorf is a small textile-industry village that was administratively separate from Chemnitz in 1921 — it wasn't incorporated into the city until 1934. Like hundreds of German municipalities that year, it resorted to issuing its own Kleingeldersatz because the Reichsbank simply could not produce low-denomination coinage fast enough to keep pace with the accelerating inflation that followed the war. The Thüringische Verlagsanstalt in Jena was a prolific producer of such local emergency currency, turning out notgeld for municipalities across Saxony and Thuringia on relatively short print runs.
The 25 Pfennige denomination was among the most common targets for notgeld issues — small enough to substitute for missing coins, large enough to justify the printing cost.
