Pattern coinage from the late Wilhelmine period was often struck in multiple compositions simultaneously to allow the imperial administration and Reichsbank to evaluate both striking quality and public reception before committing to full production. This particular 25 Pfennig pattern never advanced — Germany's wartime nickel shortage after 1914 made the entire copper-nickel denomination program moot before any of these experimental pieces reached circulation.
