Zeulenroda's 1921 Notgeld issue belongs to the wave of municipally commissioned emergency currency that flooded Thuringia and Saxony during the acute coin shortage of 1921. The Stadt commissioned Otto Henning A.G. in nearby Greiz — a common arrangement among small Thuringian towns that lacked access to major printing houses but had capable regional firms within a few kilometers.
The "Townscape Series" designation reflects the collector-oriented marketing that had by 1921 become inseparable from municipal Notgeld production. Many of these issues were printed in quantities far exceeding any genuine circulating need, sold directly to dealers and hobbyists rather than spent at the butcher's counter.
