Hirschberg — now Jelenia Góra in southwest Poland — was a major center of the Silesian textile trade, and its Chamber of Commerce issued this Notgeld during the severe small-change shortage that persisted well into 1920 as Germany's wartime coin metal policies left daily commerce functionally paralyzed. Handelskammer issues occupy an odd institutional space: not municipal emergency scrip, not private merchant tokens, but quasi-official commercial body paper with genuine local authority behind it.
The DeNG reference places this firmly in the documented Notgeld corpus for the region. Hirschberg Chamber issues from this period are not rare but seldom appear in quantity, likely reflecting modest original print runs tied to specific redemption windows.
