Hirschberg — now Jelenia Góra in southwest Poland — was a major center of the Silesian textile trade, and its Chamber of Commerce issued this Notgeld during the severe small-change shortage that persisted well into 1920 as Germany's wartime coin metal policies left daily commerce functionally paralyzed. Handelskammer issues occupy an odd institutional space: not municipal emergency scrip, not private merchant tokens, but quasi-official commercial body paper with genuine local authority behind it.
