Hannover's Chamber of Commerce began issuing Notgeld in 1917 as the wartime metal shortage stripped small-denomination coins from everyday commerce. This 25 Pfennig note belongs to that municipal stopgap system — locally printed by J. C. König & Ebhardt, a Hannover firm with deep roots in commercial stationery and forms printing, giving the issue an unusually coherent relationship between issuer and printer.
The watermark is worth noting: most Notgeld of this period skipped security features entirely, treating the notes as temporary tokens rather than currency proper. Its inclusion here suggests either available paper stock or deliberate caution about counterfeiting — a real concern once Notgeld proliferated after 1918.
