Kahla's 1921 Notgeld series was tied directly to the town's porcelain industry — Kahla being home to one of Thuringia's major ceramic manufacturers, and the "Economics Series" designation reflects the wave of municipally-issued emergency coinage that flooded Germany as small change disappeared entirely from circulation during the inflationary spiral following the First World War. J. P. Himmer of Augsburg was a prolific Notgeld printer, handling commissions from dozens of municipalities simultaneously during this period, which accounts for the consistent production quality across otherwise locally-themed issues.

The 25 Pfennig denomination was among the most commonly issued fractions — filling the gap left by hoarded metal coinage.
