Unna's 1918 emergency issue belongs to the first wave of municipal Kleingeldscheine — small-change notes produced across Germany as wartime metal requisitioning stripped silver and copper coins from circulation almost entirely. The Stadtkasse, not a bank, issued directly in its own name, which was common for smaller Westphalian towns where no local savings institution had the standing or infrastructure to act quickly.
The dual signatures of Wiesner and Reckmann indicate countersignature by municipal treasury officials rather than bank directors — a procedural distinction that mattered legally under Prussian municipal finance law, even if few recipients cared.
