Warnemünde's 1922 Kleingeldscheine were a direct response to the catastrophic small-coin shortage that gripped Germany during the early hyperinflation period, when metal coinage disappeared from circulation almost entirely as commodity values overtook face values. Municipalities, tramway companies, merchants' associations, and even individual shops issued their own fractional emergency paper — Warnemünde was one of hundreds of Baltic coastal towns that did so, though its issues are relatively scarce given the town's modest size.
The DeNG reference covers two design variants within the same series, catalogued as .1 and .2/3, suggesting at least one printing revision during the note's brief useful life before inflation rendered the denomination worthless by late 1922.
