Cuxhaven's municipal notgeld of 1921 belongs to the second wave of German small-change emergency money — issued not under wartime pressure but because the chronic coin shortage of the early Weimar years showed no sign of resolving. German municipalities had acquired the habit of self-issuance between 1917 and 1920, and many simply continued when the need persisted. The Magistrat here was acting on established precedent, not improvising.
The DeNG reference places this within the standard Grabowski-Mehl catalog for German notgeld, and the 0249.1 suffix suggests at least one variant exists for the type — likely a color or overprint difference, though the exact distinction requires direct comparison.
