Cuxhaven's municipal notgeld of 1921 belongs to the second wave of German small-change emergency money — issued not under wartime pressure but because the chronic coin shortage of the early Weimar years showed no sign of resolving. German municipalities had acquired the habit of self-issuance between 1917 and 1920, and many simply continued when the need persisted.
