Obverse description The note is divided into three vertical panels with a red border frame throughout. The central panel bears an octagonal vignette with a red surround, enclosing a detailed letterpress illustration of a vaulted Gothic arcade or passageway viewed in perspective; below it, the denomination '25 Pfg.' is rendered in large red script above the date 'D. 16. Febr. 1921' in black. The left panel carries the validity text in black Fraktur script on a cream ground, flanked at top by a blue floral guilloche strip; the right panel mirrors this layout with an expiry notice, and the lower right corner bears the manuscript signature of the Stadtrat over a blue guilloche panel.

Reverse description The reverse is composed in three vertical panels framed by a red border, with a large central vignette illustrating a coloured street-scene view of Rosenheim's main square, dominated by the church tower with its characteristic onion dome set against a clouded sky. The left lateral panel contains a Jugendstil figure of a standing nude child amid stylised foliage, holding a ribbon inscribed 'NOTGELD DER STADT ROSENHEIM', with a denomination cartouche below enclosed in a rose-garland border; the right panel repeats the same decorative scheme symmetrically. The artist's name 'SCHLUTTENHOFER' appears in small lettering at the base of the central vignette, and the imprint '2. AUSGABE' is printed at the lower left margin.
