Nienburg an der Weser issued this 25 Pfennig Notgeld in 1920 as part of the widespread municipal small-change emergency that followed the First World War — the Reichsbank had effectively stopped supplying low-denomination coins, leaving hundreds of German towns to fill the gap themselves. Nienburg's issues are catalogued under Grabowski's standard Notgeld reference, and the Va (Vendula) cross-reference confirms it within the more granular Tieste-based regional classification.
