To the right, the denomination "Fünfundzwanzig Pfennig" is set in large decorative red Gothic script, beneath which the issue date "Neustadt O/S, den 1. Neustadt in Upper Silesia — today Prudnik, Poland — issued this Notgeld in 1920 under extraordinary circumstances: the region was under Allied occupation and awaiting the plebiscite of March 1921 that would decide whether it joined Germany or the newly reconstituted Polish state. Municipal scrip like this filled the gap left by acute small-change shortages during the occupation period, with local authorities acting more or less autonomously to keep commerce functional.
Carl Flemming & Wiskott in Glogau printed enormous quantities of Notgeld for small issuers across Silesia during this period. The Gra#N30.4b designation indicates this is one of multiple variants within the Neustadt issue — differences typically lie in paper stock or serial numbering rather than plate changes.
