Wiebelskirchen was a small industrial municipality in the Saar coalfield, and its 1920 Notgeld issue appeared during the period when the Saar territory had just been placed under League of Nations administration following the Treaty of Versailles — a politically ambiguous moment in which local German-identifying authorities continued issuing emergency small change largely because the new administration had not yet established stable low-denomination currency infrastructure.

Gebrüder Parcus in Munich printed a significant volume of Bavarian and southwestern German Notgeld during this period and their production quality was generally reliable, which makes condition failures on these notes usually attributable to use rather than manufacture.
