Neustadt an der Orla is a small Thuringian market town, and its 1918 Notgeld issue belongs to the first wave of municipal emergency currency that swept Germany as wartime coin hoarding drained small denominations from circulation. The Reichsbank had effectively abandoned the problem, leaving towns to improvise. Most first-wave issues like this one were plain, quickly printed, and intended for immediate local use — not the decorative collector pieces that followed in 1920–1921.

Paper quality and ink stability vary considerably across surviving examples of this early Thuringian municipal Notgeld, as wartime material shortages affected printers throughout the region.
