Obverse description Dark blue ground with a bold woodcut-style vignette of Regensburg Cathedral's twin Gothic towers rising against a star-filled night sky, a large eight-pointed star centred between the spires. The denomination numeral '25' appears in gold at the lower centre, with the legend in gold block capitals across the upper field. The entire composition is enclosed within a gold-ruled border on a plain paper ground, signed in the lower right margin by the designer C. Metzger.

Reverse description Cream ground with an arabesque guilloche underprint in gold, over which two large crossed keys are printed in pale rose as a central underprint motif — the heraldic emblem of Regensburg. The denomination '25' and the word 'PFENNIG' are set in large dark blue letterpress type at the top. Below, a four-line validity clause is followed by the year '1918', the issuing authority 'STADT MAGIST.' and a manuscript signature for the Oberbürgermeister. The printer's imprint 'DRUCK U. H. SCHIELE, REGENSBURG' appears in small type along the bottom margin.
