Freiburg in Silesia — now Świebodzice, Poland — was a small industrial town whose municipal authorities issued this note amid the catastrophic small-change shortage that followed Germany's defeat in 1918. The federal coinage supply had effectively collapsed, and thousands of German municipalities filled the gap with their own Notgeld. The printer, Grube & Schneider, was a local firm operating in the same town where this note circulated, an unusual degree of geographic coincidence for Notgeld production, which more often relied on regional printers in larger centers like Breslau.
Silesia's political future was already uncertain by 1919, with plebiscite agitation beginning to intensify across the province.
