Issued to mark the 1994 constitutional reform that allowed Carlos Menem to stand for re-election — the single most politically contentious provision of the entire revision process. The convention, held in Santa Fe and Paraná, also introduced several structural changes including the direct election of senators and a reduced presidential term, but the re-election clause was widely understood as the reason Menem's Peronist party pushed for the convention in the first place.
