Obverse description The Argentine National Shield occupies the central field, flanked in the lower portion by two smaller shields representing the cities of Paraná and Santa Fe. A circular legend reading REPUBLICA ARGENTINA arcs along the upper perimeter, while the inscription CONSTITUCION NACIONAL appears along the lower perimeter between two dots. The design commemorates the constitutional reform of 1994 and the two host cities of the National Constituent Convention.

Issued to mark the 1994 constitutional reform that allowed Carlos Menem to stand for re-election — the single most politically contentious provision of the entire revision process. The convention, held in Santa Fe and Paraná, also introduced several structural changes including the direct election of senators and a reduced presidential term, but the re-election clause was widely understood as the reason Menem's Peronist party pushed for the convention in the first place.
