Mexico's Tesorería de la Federación issued these bonds in 1914 as emergency paper money during one of the most chaotic periods in the Revolution — the same year Huerta's government collapsed and Constitutionalist forces under Carranza were consolidating control. The federal government was essentially insolvent, and these instruments blurred the line between bonded debt and circulating currency by design.
The Oficina Impresora de Estampillas was the government's own stamp and revenue printing bureau, pressed into emergency banknote production well outside its usual remit. Notes from this period are frequently found with cancellation punches or treasury stamps applied during the subsequent monetary reorganizations that attempted to sort legitimate federal paper from the flood of revolutionary scrip.
