Finland's copper coinage of this period was a direct consequence of wartime metal scarcity. The original 25 pennia had been struck in cupro-nickel, but the Winter War and subsequent Continuation War forced successive material substitutions as strategic metals were diverted to the military. Copper was itself a compromise, and the series would be abandoned entirely before the decade was out.
