The word 'PENNIÄ' is inscribed in an arc both above and below the central numeral within the guilloche. The bilingual inscriptions 'SUOMEN PANKKI' and 'FINLANDS BANK' are placed symmetrically to the left and right of the central motif. Finland's 1918 civil war created an immediate shortage of small-denomination coinage, forcing the Bank of Finland to issue emergency paper fractions — this 25 Pennia being among the smallest instruments ever produced by the institution. The conflict between the Red Guards and White forces had disrupted the metals supply and normal minting operations entirely.
These fractional notes were notoriously prone to rapid deterioration in circulation; the thin paper stock and small format meant heavy wear accumulated quickly, and surviving examples in decent condition are proportionally scarcer than the print runs suggest.
