Beschrijving voorzijde Brown on tan underprint. The central vignette consists of a decorative floral bouquet with anemone blossoms rising from an ornate basket, flanked symmetrically on each side by a dark circular medallion bearing the denomination numeral '25' above the abbreviation 'P.', each surmounted by a small crown device. The bilingual bank name appears across the top in two sections, with a serial number and a manuscript signature printed below the vignette, and the date '1918' centered at the foot of the note. The entire design is enclosed within a rope-pattern border.

Beschrijving keerzijde Printed in olive-tan tones, the reverse is dominated by a large central guilloche rosette from which radiating wavy lines extend outward in a starburst pattern, with the numeral '25' set boldly at the center. The word 'PENNIÄ' is inscribed in an arc both above and below the central numeral within the guilloche. The bilingual inscriptions 'SUOMEN PANKKI' and 'FINLANDS BANK' are placed symmetrically to the left and right of the central motif. A simple geometric ornamental border frames the entire reverse field.

Finland's 1918 civil war created an immediate shortage of small-denomination coinage, forcing the Bank of Finland to issue emergency paper fractions — this 25 Pennia being among the smallest instruments ever produced by the institution. The conflict between the Red Guards and White forces had disrupted the metals supply and normal minting operations entirely.

These fractional notes were notoriously prone to rapid deterioration in circulation; the thin paper stock and small format meant heavy wear accumulated quickly, and surviving examples in decent condition are proportionally scarcer than the print runs suggest.
