The Union of Burma Bank replaced the People's Bank of Burma as the country's central bank in 1969, and this 1972 issue belongs to the first wave of notes issued under that institutional rebranding — a change driven by internal restructuring of the socialist state apparatus under Ne Win's government rather than by any monetary crisis or currency reform.
The 25 Kyats denomination is the odd one out in most Burma series of this period, less commonly encountered in circulated grades than the 1, 5, or 10 Kyats notes, likely reflecting lower production volumes rather than hoarding.
