The Croatian Association of Technical Culture (HSKT) was founded in 1946 to coordinate scientific and technical education across postwar Yugoslavia, operating under state patronage as part of a broader socialist modernization drive. It survived the dissolution of Yugoslavia and Croatian independence in 1991 essentially intact, redirecting its mission toward a market economy without the ideological scaffolding that originally justified its existence. Commemorative kuna issues of this type were among the last bimetallic circulation-quality pieces the Croatian National Bank would authorize before the country's 2023 adoption of the euro rendered the entire kuna series obsolete.
