Fischlham is a small rural commune in Upper Austria, and this 25 Heller note is a product of the Notgeld crisis that swept Austrian municipalities after the collapse of the Habsburg Empire left the new republic with a catastrophic coin shortage. Local governments printed their own small-denomination emergency money because the central authorities simply could not supply enough coinage. Druckerei Theuer in nearby Wels handled production for several Upper Austrian communes during this period, making regional attribution straightforward in this case.
