Haiti's "Haitian Art" series was commissioned under François Duvalier as part of a broader effort to project cultural legitimacy abroad while his regime tightened its grip internally. The coins were produced for the foreign collector market rather than domestic circulation — a distinction that explains both the fine silver specification and the impractical 60mm format. Few ever passed through Haitian hands in trade.
