Singapore's lunar series has been issued continuously since 1967, making it one of the longest-running national lunar programs in the world. The 2003 Goat issue falls within the series' mature period, when the Mint had shifted toward larger, higher-relief strikes aimed squarely at the collector market rather than any pretense of circulation.

The five-ounce format was introduced to compete directly with Australian and Chinese lunar bullion programs that had eroded Singapore's regional collector base through the late 1990s.
