Within the cartouche, the Public Seal of Niue is depicted: a circular central device bearing a stylized native plant motif, encircled by the legend PUBLIC SEAL OF NIUE, surmounted by a royal crown, and flanked by crossed ceremonial spears. A scrolled ribbon beneath bears the motto ATUA NIUE TUKULAGI.
