Issued to mark the 40th anniversary of the Treaty of Rome, this coin ties Andorra to a European political moment in which the principality had no direct part. Andorra did not sign a formal cooperation agreement with the European Community until 1990, and only adopted the euro — without EU membership — in 2011. The choice to commemorate the Treaty of Rome from that particular outsider position is quietly telling.
