Andorra lacked any formal coinage of its own until 1982, operating for centuries under a dual co-principality arrangement that left currency matters entirely to France and Spain. The 1990s gold issues — of which this is one — were produced primarily for the collector market, timed to coincide with Andorra's various diplomatic and economic milestones as the principality worked to formalize its international standing.
The Customs Union referenced here is the 1990 agreement with the European Community, which granted Andorra third-country status for industrial goods while excluding it from the common agricultural policy.
