The motto E PLURIBUS UNUM was dropped from the quarter beginning in 1831 — not for any ideological reason, but because Mint Director Samuel Moore ordered a general simplification of dies to reduce production costs and improve striking quality. The previous Capped Bust design, introduced in 1815, had suffered persistent weakness on the eagle's breast feathers due to overcrowded fields. Moore's solution was blunt: remove elements rather than solve the mechanical problem.
John Reich's original 1815 design was reworked by William Kneass for this series. Varieties proliferate across the run, with the 1831 Small Letters and Large Letters reverse among the more documented.
