Reverse description Heraldic American bald eagle displayed with wings spread, head turned to the right (viewer's left), and an American shield superimposed on its breast. The dexter talon clutches an olive branch and the sinister talon holds three arrows. The denomination 25 C. appears in the exergue below the eagle. The legend UNITED STATES OF AMERICA curves around the upper periphery. No motto scroll appears above the eagle, distinguishing this variety from earlier issues. A beaded border frames the entire design.
