Onda is a ceramic-producing town in Castellón province, and like hundreds of Spanish municipalities in 1937, it issued its own emergency fractional currency when the Republic's small-denomination coinage vanished from circulation — hoarded, melted, or simply overwhelmed by wartime demand. These local *vales* and *cartones* were legal only within the issuing municipality and had no status beyond the town's own commerce.

At 38 × 30 mm on thick card, this is a genuinely tiny piece of fiscal infrastructure — printed locally under conditions that were anything but orderly. The Garrió Montaner census reference (1033-B) suggests a variant within the series, meaning at least one other emission exists.
