Flaçà is a small Catalan municipality in the Baix Empordà comarca, and like hundreds of similar towns it issued its own fractional paper currency during the Spanish Civil War after the Republican government authorized local authorities to produce low-denomination emergency notes to address an acute shortage of coin. The Generalitat de Catalunya's decree permitting this created an enormous proliferation of locally printed paper — over a thousand distinct municipal emissions are catalogued from Catalonia alone.
Turró #1016 places this emission within a well-documented series, but Flaçà's output was small-town modest. Survival rates for these municipal notes vary sharply by commune; smaller populations meant smaller print runs and fewer notes escaping the disorder of 1938–39.
