| 正面描述 | The obverse presents a letterpress composition centred on a vignette of municipal buildings derived from the coat of arms of Bellver de Cerdanya, enclosed within a border of floral ornamentation. The issuing authority legend arcs across the upper margin, while the denomination and municipality name are integrated into the surrounding decorative framework. The overall design is typographically austere, consistent with locally produced wartime emergency issues. |

One of hundreds of emergency municipal fractional notes — "guerra civil" paper — issued by Catalan towns during the Spanish Civil War when metallic coin simply vanished from circulation. Bellver de Cerdanya is a small Pyrenean municipality in the comarca of La Cerdanya, and its local government turned to Imprenta Unió Obrera in nearby La Seu d'Urgell, a workers' printing cooperative, to produce the series. The choice of printer was as much political as logistical.
Turró's catalog remains the authoritative reference for these Catalan municipal emissions, and the 397 designation places this note within a well-documented but genuinely scarce regional group. Small-town issues like this one typically had limited print runs and saw hard local use.
