One of hundreds of emergency municipal fractional notes — "guerra civil" paper — issued by Catalan towns during the Spanish Civil War when metallic coin simply vanished from circulation. Bellver de Cerdanya is a small Pyrenean municipality in the comarca of La Cerdanya, and its local government turned to Imprenta Unió Obrera in nearby La Seu d'Urgell, a workers' printing cooperative, to produce the series. The choice of printer was as much political as logistical.

Turró's catalog remains the authoritative reference for these Catalan municipal emissions, and the 397 designation places this note within a well-documented but genuinely scarce regional group. Small-town issues like this one typically had limited print runs and saw hard local use.
