French chambers of commerce were authorized to issue emergency small-denomination notes following the coin shortages of World War I, and most continued well into the 1920s before the state finally suppressed the practice. Toulon's chamber was among the more prolific issuers in the Var département, producing multiple series across several denominations between 1916 and the early 1920s.
B. Arnaud of Villeurbanne printed extensively for provincial French chambers throughout this period. The watermark security on a 25-centime note is a minor but deliberate precaution — at this face value, counterfeiting was hardly worth the effort, yet the specification was likely carried over wholesale from the higher-denomination notes in the same series.
