Toulon's chamber was among the more prolific issuers in the Var département, producing multiple series across several denominations between 1916 and the early 1920s.

The watermark security on a 25-centime note is a minor but deliberate precaution — at this face value, counterfeiting was hardly worth the effort, yet the specification was likely carried over wholesale from the higher-denomination notes in the same series.
