Dijon's Chambre de Commerce was among the more prolific issuers — JP#53 alone encompasses multiple types across several denominations — relying on local printer Gérin rather than any national authority to produce the series.

The watermark is the only concession to security in an issue that was fundamentally a civic convenience instrument, redeemable locally and worthless outside the Côte-d'Or.
