This is a local scrip note issued by the Nizhny Novgorod Aircraft Plant (NAZ "Sokol"), one of the factories producing the MiG series. Factory-issued vouchers of this kind emerged in Russia during the wage arrears crisis of the 1990s and persisted in some industrial enterprises well into the 2000s — workers received internal currency redeemable at the plant's own stores when the cash payroll couldn't be met. By 2007 that crisis had officially passed, which raises the question of what function this note was actually serving at that late date.
Polymer substrate on a piece this large is unusual for enterprise scrip, suggesting a deliberate investment in longevity or anti-counterfeiting — more effort than most factory tokens received.
