The Vsevelikoye Voysko Donskoye — the Don Cossack Military Government — issued a sprawling range of emergency paper during the Civil War, and by 1919 the denomination inflation was outpacing military events on the ground. This 25,000-rouble note was printed in Novorossiysk, a Black Sea port that had become a desperate logistical hub for White forces as Denikin's army contracted southward under Bolshevik pressure.
Novorossiysk would fall to the Red Army in March 1920, and most of the Don Government's paper became worthless within months of issue. Notes printed there in the final period often show uneven ink coverage — a product of deteriorating press conditions, not later damage.
