Ecuador's 1928 coinage reform introduced nickel fractional pieces to replace the older silver-based system, contracting production to the Philadelphia Mint. The 2½ centavos denomination is arithmetically awkward by design — it corresponded to a specific subdivision of the sucre under the decimal system that made practical sense for small-market transactions in a commodity economy still pricing goods in fractions inherited from colonial usage.
Philadelphia struck the entire issue that year, with no domestic mint involved.
