Somalia's elephant bullion series, launched in the early 2000s, was not produced by the Somali government in any functional sense — the country had no central bank capable of authorizing or distributing coinage. These pieces were struck under licensing arrangements by private minting operations, primarily in Germany, exploiting the nominal authority of the transitional Somali administration for marketing purposes. The design updates annually, a deliberate strategy borrowed from the African Wildlife series to drive collector demand.
