Part of São Tomé and Príncipe's prolific late-1990s commemorative program, this piece belongs to a series issuing coins honoring foreign nations' discontinued currencies ahead of the euro's 2002 introduction. Finland retired the markka — and with it the penni — on 1 January 2002. The Finnish 10 penni had been minted since 1865 under Russian imperial authority, making it one of the longer-running denominations absorbed by the eurozone transition.
