The XIII Winter Olympics were held in Lake Placid, New York in February 1980 — the Games most remembered for the U.S. hockey team's "Miracle on Ice" upset over the Soviet Union. Poland issued a collector series around the event, and trial strikes like this piece document the design approval process at the Mennica Polska. The torch variant referenced in ParM#P428b suggests at least two distinct trial dies were prepared, with the torchless version presumably rejected or produced for internal approval review rather than public release.
